A flat income tax refers to a rate that’s the same for everyone within the state, and all taxpayers pay the same amount, regardless of average income. While there’s a lot of support for this type of tax system, it’s not without controversy. 

Of the U.S. states, only nine use a flat income tax rate. Aside from Massachusetts, these include Utah, Colorado, Michigan, Illinois, Indiana, Kentucky, Pennsylvania, and North Carolina.

Supporters of a flat tax rate point out that it encourages wealth accumulation. Since every resident pays the same amount, top earners aren’t punished with increased tax rates.

There’s a lot of controversy surrounding the negative effects on low-income residents. Opponents argue that it can be difficult for low-income households to pay the same tax rate as the wealthiest people in the state. 

There’s a lot of concern about whether it discourages people from planning for retirement. A flat tax rate means less need to seek tax protection through retirement accounts. Even so, a flat tax rate may not affect unearned income, and in that case, taxpayers can still invest in tax-free capital gains and investment income. 

Flat Income Tax in Massachusetts

The state has an average flat tax rate of 5.0%. There isn’t a standard deduction aside from personal exemptions starting at $4,400 for single taxpayers and $8,800 for married taxpayers filing joint returns. Dependents include a $1,000 exemption.
